DOE Technical, Engineering & Programmatic Services BPA

Department of Energy Technical, Engineering and Programmatic Services BPA Overview: This Blanket Purchase Agreement allows ALL Department of Energy and National Nuclear Security Administration organizations to greatly simplify any procurement action for technical, engineering and programmatic services. DOE awarded BPAs to five teams in all, and to date, the MAX3 Team has won more than 30 Task Orders.

MAX3 is a 10-company team led by MELE Associates. As a pre-qualified BPA holder, MAX3 teammates have delivered results for DOE / NNSA and have performed successfully since the inception of the BPA in 2007.

ADVANTAGES:  This BPA enables ANY DOE / NNSA entity to simplify a procurement – saving significant time, funding and paperwork. Through this vehicle, a DOE / NNSA contracting office can mitigate lengthy and complicated processes to issue RFPs and conduct exhaustive evaluations with numerous competitors required by federal regulations to procure services. Instead, a CO need only issue a Task Order RFP under the BPA and select from no more than five proposal submissions.

SOLE SOURCE:  An organization may seek a sole source award in accordance with FAR 8.405. However, a sole source award is generally conditioned on one of the following:

 

  • One and only one BPA awardee is able to provide such services at the required quality level because the services ordered are unique or highly specialized.
  • Sole-sourcing a particular order is in the interest of economy and efficiency as a logical follow-on to a Task Order already issued under this contract, provided all BPA holders were given fair opportunity to be considered for the original order, or
  • The need for such services is of such urgency that providing such opportunity would result in unacceptable delays.
